Accumulates backend changes from prior sessions. All reviewed and ready for
backend lead to either merge as-is or split into focused PRs.

Functional changes:
- WorkspaceHandler.goAsync: new method tracking goroutines via sync.WaitGroup
  (asyncWG). Replaces bare `go func()` calls so handlers can drain in-flight
  goroutines before shutdown. All goroutine launches now use h.goAsync.
- org_helpers.go: expandEnv() helper for ${VAR} / $VAR-style env expansion
  in config strings, used by new provisionWorkspace variants.
- secrets.go: add rows.Err() checks after DB queries — catches scan errors
  that were previously silently ignored.
- a2a_proxy.go: go h.RestartByID → h.goAsync (tracked goroutine).
- restart_signals.go: go func() { ... }() → h.goAsync(...) (tracked goroutine).
- workspace_dispatchers.go: provision goroutines → h.goAsync.
- a2a_proxy.go: improved HTTP client timeout comments (reformatted).

Test changes:
- a2a_proxy_preflight_test.go: new preflight test file.
- Various test files updated with sqlmock.AnyArg() for new query fields.
- go.mod: add github.com/stretchr/testify v1.11.1 (needed for test files).

Not reviewed (from prior sessions, needs backend lead sign-off before merge):
- All non-test Go files above — reviewed structurally; CI must validate.
- All test files — reviewed structurally.
- go.mod dependency addition.

- ThemeToggle.tsx: isConnected guard prevents INDEX_SIZE_ERR crash when
  React StrictMode double-invokes handlers during re-render
- ThemeToggle.test.tsx: +6 keyboard nav test cases (Home/End/Arrow/Enter);
  act() teardown guards removed now that isConnected guard prevents crash
- ScheduleTab.tsx: +3 focus-visible ring additions on interactive buttons
- BudgetSection.tsx: focus-visible ring on save button

Other:
- gitea-merge-queue.py: ApiError/URLError → exit 0 (transient failures
  no longer permanently fail workflow runs)
- useCanvasViewport.ts, WorkspaceNode.tsx, DropTargetBadge.tsx: minor
