The SOP tier checker collected approvers with:
  jq '[.[] | select(.state=="APPROVED") | .user.login]'
without filtering on the review's commit_id. After a PR head moved,
stale approvals against the old SHA remained valid to the tier gate.

Fix:
- Fetch HEAD_SHA from the PR API before reading reviews.
- Filter reviews with `.commit_id == $head_sha` so only current-head
  approvals count toward the gate.

Add regression test `test_sop_tier_check_stale_reviews.sh` with three
cases: mixed stale/current approvals, all-stale, and null commit_id.

Closes internal#816.

The canvas-deploy-reminder job used a job-level `if:` gating on
refs/heads/{main,staging}. On pull requests this caused the job to report
"skipped", and a skipped needed job poisons the PR combined status (GitHub/
Gitea treat skipped as a non-success terminal state for required contexts).

Fix by switching to per-step gating: the job always runs, but the step
short-circuits with exit 0 when the ref is not main/staging. This turns the
PR status from skipped → success.

Also add canvas-deploy-reminder to all-required.needs and the sentinel
environment/check so the job is actually aggregated into the required gate.

The staging canary has been failing continuously because the default
E2E_MODEL_SLUG=MiniMax-M2 is rejected by staging with HTTP 400. Update
the smoke/synth/saas workflow defaults and the model_slug.sh dispatch
to use the registry-valid MiniMax-M2.7 slug.

Step 8b (known-answer / PINEAPPLE) was missing the Cloudflare-shaped
error-code patterns (error code: 502|504) that step 8 (PONG) already
retries on. A transient edge 502 from Cloudflare can return a body
that contains the literal error-code string without the human-friendly
"Bad Gateway" phrase, causing the narrower grep in 8b to miss and
fail the gate on a recoverable blip.

Aligns the two retry conditions so every transient-transport retry
path in the SaaS E2E covers the same Cloudflare-shaped error pages.

Closing as superseded by core-devops PR #2274, which uses the correct colon-namespaced minimax:MiniMax-M2.7 form (BYOK arm) and already includes the edge-502 retry fix from commit c721127c.

The ci.yml canvas-deploy-status internal#817 change that was also in this branch should be extracted to a standalone PR if it is still needed — main currently still has the job-level if: that poisons PR combined status.
