Both pr-validate and peer-visibility jobs emit the E2E Peer Visibility
status context. The gate is intentionally RED today (Hermes-401 /
OpenClaw-MCP-wiring fixes not yet proven through it); the pending
directive satisfies the lint-required-context-exists-in-bp convention
rather than triggering a lint failure. Flip tracked in #1296.
