Summary

Adds # bp-required: pending #1296 directive adjacent to both jobs in
e2e-peer-visibility.yml that emit the E2E Peer Visibility status
context (pr-validate and peer-visibility). This satisfies the
lint-required-context-exists-in-bp convention: the e2e-peer-visibility
gate is deliberately RED today (Hermes-401 / OpenClaw-MCP-wiring fixes
not yet proven through it), so the pending directive acknowledges the
intentional asymmetry rather than triggering a lint failure.

Zero workflow behavior change — comments only.

Both `pr-validate` and `peer-visibility` jobs emit the
`E2E Peer Visibility` status context. Add the lint-required-context-in-bp
convention directive to acknowledge the intentional asymmetry (workflow
deliberately RED today — Hermes-401 / OpenClaw-MCP-wiring fixes not yet
proven through it). The flip to `bp-required: yes` tracks through
molecule-core#1296.
