Without this commit, TestPooledWithEICTunnel_PanicPoisonsEntry fails under -race on main when the cherry-pick lands. Including it in this cherry-pick to keep main Platform (Go) green. Verified locally by sister agent: 3-of-3 reproducible race FAIL without fix, 3-of-3 PASS with fix. 2-of-2 full handlers go test -race PASS with this file from staging tip. To unblock prod with the verified-green CI fixes WITHOUT carrying the Go-test regression, port these 3 workflow/config files surgically. Verified clean: workflow-YAML + vitest config + runbook only — zero Go code touched, so the Platform (Go) failure on PR #99 cannot apply here.
