loadRestartContextData iterated global_secrets and workspace_secrets rows but never called rows.Err() after the loop. A network or Postgres error mid-iteration would silently truncate the env-key list seen by the agent on restart, with no log signal.

Also switch from inline rows.Close() to defer rows.Close() so a panic during Scan doesn't leak the cursor.

Five-axis review for PR #1704.

Correctness: APPROVED. loadRestartContextData now checks rows.Err() after both global_secrets and workspace_secrets iterations, making mid-stream DB errors visible instead of silently truncating the env-key list sent through restart context. Switching to deferred rows.Close() preserves cleanup if a later scan path panics.

Robustness: this improves observability while preserving the existing best-effort restart-context behavior. The code still deduplicates keys through keySet and appends only successfully scanned keys.

Security: no new input, auth, SSRF, or secret-value exposure. Logs report iteration errors only, not secret values.

Performance: constant rows.Err checks and deferred closes on existing result sets; no extra queries or loops.

Readability: small, idiomatic Go changes with clear error messages for each source table.

CI/status checked on 166b413: statuses are accessible; all-required, Platform Go, lint, secret scan, and E2E contexts are green. Aggregate status is held by approval-gate contexts.
