infra-runtime-be e8298516e3 fix(workspace): align all PLATFORM_URL defaults to host.docker.internal
The workspace runtime always runs inside a Docker container, so
localhost:8080 is never reachable from the workspace. Collapse the
legacy Docker-detection if/else across 6 source files to a single
default of http://host.docker.internal:8080.

Changes:
- a2a_cli.py: collapse if/else to single line
- a2a_client.py: collapse if/else to single line
- consolidation.py: collapse if/else to single line
- coordinator.py: collapse if/else to single line
- main.py: collapse if/else to single line
- builtin_tools/temporal_workflow.py: add _platform_url() helper,
  update both checkpoint call sites

Fixes: temporal checkpoint fetch/save silently failed on any workspace
relying on the default PLATFORM_URL.
