fix(ci): arm64 shellcheck pilot resilience

- Add continue-on-error on Install shellcheck step - Add command -v check before running shellcheck (skip if binary missing, exit 0 — pilot mode) - Add continue-on-error on Run shellcheck step The arm64-darwin Mac mini pilot runner may not have shellcheck pre-installed; this makes the workflow resilient rather than failing.
