ci: retire dead ECR publish workflow (AWS retired) (#64 )

Removes the dead ECR image-publish workflow (retired AWS; UnrecognizedClientException on every push). Not a required context; retiring the dead check so green means green. Reserved-path: non-author approval present, author != merger, no force.
