Automated runtime SSOT propagation from molecule-ai-workspace-runtime release runtime-v0.3.49 (runtime#91).

Bumps .runtime-version and requirements.txt so re-provisioned workspaces pick up the new runtime wheel.

This PR runs this template's normal CI and requires the normal approval — a human still gates the merge. Close it if this template is intentionally held back; consumer-drift will then flag it as an intentional pin.

  • Correctness: this PR is now superseded. It changes .runtime-version, requirements.txt for 0.3.49, while current main is already at .runtime-version 0.3.54; landing this would be an older runtime pin rather than the current target.

Independent 5-axis review: REQUEST_CHANGES.

Correctness: this CI-green runtime bump is superseded by newer open bump #137 in the same repo (0.3.53). Merging this older 0.3.49 PR after or instead of the newer bump would leave the template on a stale runtime and can roll the line back during the bump wave.
Robustness: keeping multiple older bump PRs mergeable creates avoidable ordering/churn risk; the safe path is to close/supersede this one and land only the newest bump.
Security: no direct security regression in the diff, but stale runtime pins can miss newer runtime fixes.
Performance: no performance objection beyond stale-version churn.
Readability: the diff is mechanically understandable, but it is no longer the correct current target. Please close/supersede this PR in favor of #137.
