Automated runtime SSOT propagation from molecule-ai-workspace-runtime release runtime-v0.3.65 (runtime#91).

Bumps .runtime-version so re-provisioned workspaces pick up the new runtime wheel.

This PR runs this template's normal CI and requires the normal approval — a human still gates the merge. Close it if this template is intentionally held back; consumer-drift will then flag it as an intentional pin.

Verified scoped runtime bump: only .runtime-version changes, from 0.3.63 to 0.3.65. CI is green. Note: this skips 0.3.64 rather than changing 0.3.64 -> 0.3.65, but the diff is exactly the single runtime-version line and no other files changed.
