#96 merged without a version bump → the fix can't publish (0.3.9 immutable, templates pin it). Bump to 0.3.10 so publish-runtime.yml ships it; then bump .runtime-version in the workspace-template repos. runtime#95.

#96 (resolve_workspace_url / MOLECULE_WORKSPACE_URL) merged without a version
bump, so the wheel can't publish (0.3.9 is immutable in the index and the
templates pin it). Bump so publish-runtime.yml ships the fix and the
workspace-template images can pin the new version.
