Adds an explicit preflight for the DISPATCH_TOKEN secret used by the cross-repo runtime SSOT drift workflow. The secret is now configured on the runtime repo; this change makes future configuration failures self-explanatory and retriggers main after merge.\n\nVerification:\n- pytest -q tests/test_consumer_runtime_drift_guard.py\n- GITEA_TOKEN=... python3 scripts/check_consumer_runtime_drift.py
