Operator-authorized one-time admin merge to break the SOP-gate bootstrap loop. This PR removes the repo-vendored .gitea/scripts/sop-checklist-gate.py and points the workflow at the molecule-ci SSOT gate (#93, 8379ff6). The vendored copy predates both the path-based tiering and the OPERATOR RELAX, so it is the only red check here -- and it cannot be fixed except by a PR that it itself blocks. Not a relaxation: all real CI is green and a non-stale APPROVED review from molecule-code-reviewer is pinned to this exact head sha. Only the stale vendored gate was overridden. Scope: exactly this PR and molecules-market#9 / molecule-ai-status#51.
