Migrates GitHub-only workflow locations/reusable workflow references to .gitea. Also removes GHCR/ECR drift where this repo owns image publishing or runtime image defaults.

Validation performed before opening PR:

  • changed .gitea workflow YAML parsed locally
  • git diff --check
  • molecule-controlplane: go test ./internal/provisioner
