Hongming Wang 925da9d6c2 fix: restore cp_provisioner.go updated for EC2 backend 
The CP provisioner calls POST /cp/workspaces/provision which now
creates EC2 instances (not Fly Machines). The tenant platform
auto-activates this when MOLECULE_ORG_ID is set.
