Hongming Wang feb5ca5eab fix: correct RAISE NOTICE parameter — %% → % for Postgres syntax ... The migration SQL is read as raw SQL (not through Go fmt.Sprintf), so %% is two parameters, not an escaped percent. Postgres RAISE uses single % for parameter substitution.
