Cherry-pick from staging (PR #893) — that PR was accidentally merged to staging instead of main, leaving the production fix stranded. The root cause: workspaces provisioned with ADMIN_TOKEN=placeholder in global_secrets receive that placeholder as a container env var, breaking any code that calls platform APIs.
