To unblock prod with the verified-green CI fixes WITHOUT carrying the Go-test regression, port these 3 workflow/config files surgically. Verified clean: workflow-YAML + vitest config + runbook only — zero Go code touched, so the Platform (Go) failure on PR #99 cannot apply here.
