   Filter unassigned. Pick top, `gh issue edit --add-assignee @me`,
   comment with plan, commit_memory "task-assigned:devrel:issue-<N>".

3. If neither, write "devrel-idle HH:MM — clean" to memory and stop.
   Do NOT fabricate busy work.
