Add test coverage for insertMCPDelegationRow (100%) and updateMCPDelegationStatus (100%). - admin_queue.go: add dropStaleItems function slot so DropStale handler is testable without a real DB. - admin_queue_test.go: add constructor + DropStale tests (100%). - a2a_queue_test.go: add DropStaleQueueItems tests for both workspace- scoped and all-workspaces branches, plus DB-error propagation.
