Follow-up to #622. After #622 verifies clean on molecule-core/main+staging, port the same all-required sentinel + protection PATCH to: operator-config (currently only requires secret-scan + shellcheck, no block_on_rejected_reviews), molecule-internal, molecule-dev-department, plus any other repo where ci-required-drift surfaces a gap. Run org-wide audit first to enumerate. Memory ref: feedback_post_suspension_migration_must_sweep_dormant_repos (sweep all repos, not just active ones). Use ci-required-drift.py as the org-wide audit driver — it already exists per Phase 1/2.
