Wire Local Provision Lifecycle E2E (stub) into branch_protections/main #2409

The lifecycle-stub job in .gitea/workflows/local-provision-e2e.yml emits the status context Local Provision Lifecycle E2E / Local Provision Lifecycle E2E (stub) (pull_request) and is INTENDED to be a required merge gate (it is the only mandatory coverage for the LOCAL Docker provisioner). It is currently continue-on-error: false but NOT yet listed in branch_protections/main.status_check_contexts.

This issue is the bp-required: pending tracker (lint-required-context-exists-in-bp, Tier 2g / internal#350). Wire the context into branch protection on main once the operator confirms the docker-host runners reliably provision sibling containers from the host platform binary for this lane (see the SUBSTRATE REQUIREMENT note in the workflow header). Then flip the directive to # bp-required: yes.
