Summary

• gate expensive CI / Platform (Go) setup/build/vet/lint/race/coverage steps on PRs to only run when workspace-server/** changes
• gate expensive CI / Canvas (Next.js) setup/npm/build/vitest/artifact steps on PRs to only run when canvas/** changes
• gate CI / Shellcheck (E2E scripts) shellcheck/bash/script tests on PRs to only run when tests/e2e/**, scripts/**, or infra/scripts/** changes
• add shared .gitea/scripts/detect-changes.py profiles and migrate ci.yml, e2e-api.yml, and handlers-postgres-integration.yml off duplicated inline path-filter shell
• keep push coverage unchanged, so main/staging still run full Go, Canvas, Shellcheck, and E2E/API lanes
• add structural/unit tests that prevent path filters from drifting back to unconditional always() or duplicated regexes
