Discovery

SOP-10 reviewer rotation requires checking (author, core-lead) pair concentration over the last 20 merged PRs. If concentration >=50%, defer reviews to another lead.

Preliminary finding (2026-05-16):

  • Reviewed 20 most-recently-merged PRs: #1257, #1255, #1247, #1241, #1240, #1237, #1224, plus older ones
  • core-lead (as author) appears on: PR #1220 (fix(a2a): remove UUID truncation from container/volume naming) targeting staging
  • core-lead is the primary reviewer on almost all PRs via triage reviews

Risk: High concentration of (author=core-lead, reviewer=core-lead) pairs violates SOP-10. self-approval of #1220 would be a direct SOP-10 violation.

Note: PR #1220 authored by core-lead (KI-010 UUID truncation fix). I posted BLOCKED comment noting SOP-10 rotation needed. This PR requires a different lead (cp-lead, app-lead, infra-lead) to post the final APPROVED review.

Action needed: Another lead must review and approve PR #1220. Recommend infra-lead or dev-lead as the rotation reviewer.
