QA cycle 33: workspace_broadcast.go and workspace_abilities.go (PR #1121) have 0% test coverage on staging. Handler package dropped from ~90% to 69.0%.

Required:

  1. Port workspace_broadcast tests from PR #1157 fix branch to staging
  2. Write tests for workspace_abilities.go (AdminAuth-gated PATCH handler)
  3. Confirm handler package coverage returns to >=90%
