Hongming Wang 059db9ba14 chore: bump pin to >=0.1.22 (state_transition_history fix) Forces docker layer cache invalidation. Cascade rebuilt against 0.1.22 but hit GHA cache and shipped 0.1.21 (broken AgentCard construction). Pin bump invalidates the cache key.
