## Severity Definitions

| Level | Description |
|---|---|
| P0 | Cross-vendor review silently skipped; no output |
| P1 | API key exposed in logs or error messages |
| P2 | Disagreements not surfaced to agent |
| P3 | Cosmetic or documentation issue |
